Waveforms are 4–20 Hz zero-phase bandpass filtered, fixed-UTC 40 s windows. A single pair-level consensus shift is reused at all 13 stations. Station CC labels report high-energy validation evidence: the top 30% joint-energy samples in the −10 to +20 s matcher window at that shared shift, not ordinary correlation over the full 40 s display.
